A key expert discussion took place in Kyiv, presenting the draft model of the Law of Ukraine “On the System of Transition from Military Service in the Security and Defence Sector to Civilian Life”. The event marked an important step towards establishing a national framework that would support service members during demobilisation and their return to civilian life.

Recent studies indicate that over 66% of service members face difficulties after leaving the military — from accessing healthcare to navigating employment, education or social services. Despite the scale of the current war, Ukraine has not yet developed a unified transition system that ensures continuous support from the moment a person prepares for discharge to full reintegration into their community.

The discussion gathered Ukrainian policymakers, veterans, international experts from partner countries, civil society organisations and practitioners working with service members. The focus was on shaping clear standards for the transition process, introducing individual transition plans, strengthening psychosocial support and creating coordinated mechanisms across relevant institutions.

The PanteonX Foundation, represented by Ambassador Anna Lytvyn, joined the meeting to contribute expertise and amplify the voice of the veteran community. Participation in the event allowed the foundation to engage in dialogue on promising solutions and to support the development of approaches that could become the basis for Ukraine’s future transition system.

The discussion underscored the importance of building a coordinated architecture that includes medical assessments, psychological support, career counselling, education opportunities and social services. Effective cooperation between state institutions and the civil sector will be essential for its implementation.
